Royal Dutch Shell Plc halted all oil-terminal operations at its Pulau Bukom refining complex in Singapore after a fire broke out yesterday, according to a person familiar with the matter, who declined to be identified because the information is confidential. No ships are loading or unloading, the person said. Serene Loo, a Shell spokeswoman in Singapore, declined to comment on the status of the terminal.
